The Global Emergency Peace Framework proposes a coordinated international response to the conditions that allow armed conflict to persist and expand — not through the abolition of legitimate defense, but through the removal of private financial incentives that make war profitable.
For Out Finding Phoenix Chartered, this framework is inseparable from our core mission. The veterans we serve carry the human cost of conflict. The communities we rebuild bear its economic aftermath. The trauma recovery work we do every day is, in part, the work of repairing what war and systemic violence leave behind.
We believe that peace is not merely the absence of war — it is the presence of justice, economic security, community wholeness, and the protection of human dignity. This framework is our contribution to that vision at the international level.

Six Principles for a Durable Peace

Remove Financial Incentives for Conflict
Establish mechanisms to identify and limit conflict-related extraordinary profits, ensuring that no corporation, investor, or government official holds an unchecked financial incentive to perpetuate armed conflict.

Public Accountability Over Arms Manufacturing
Require transparent beneficial ownership registries, procurement disclosure, and independent audit of defense spending — so that decisions about weapons serve public security rather than private enrichment.

Protect Workers and Communities
Ensure that industrial transition programs protect the livelihoods of workers, pension beneficiaries, and communities whose economies depend on defense manufacturing — treating skilled workers as national resources for peaceful development.

Peaceful Industrial Conversion
Convert excess defense-production capacity toward transportation, renewable energy, medical equipment, housing, environmental restoration, and other socially beneficial manufacturing — redirecting human ingenuity toward life rather than destruction.

Veteran Reintegration and Trauma Recovery
Direct peace-dividend revenues toward veteran reintegration, trauma-recovery programs, civilian rehabilitation, refugee assistance, and the restoration of hospitals, schools, housing, and cultural property destroyed by conflict.

International Transparency Authority
Establish an independent International Arms Manufacturing Transparency and Accountability Authority to receive national reports, develop common standards, facilitate audits, and publish an annual Global Arms Manufacturing Transparency Report.
